Mr. Biden has so far created five national monuments and expanded two others, part of his pledge to conserve 30 percent of the nation’s lands and waters by 2030. Last year, Mr. Biden gave a national monument designation to half a million acres of the Spirit Mountain area in southern Nevada. To date, Mr. Biden has preserved more than 41 million acres of land and waters. The San Gabriel monument encompasses 342,177 acres of the Angeles National Forest and 4,002 acres of neighboring San Bernardino National Forest. The expanded national monument includes a unique scenic railroad, grand recreation resorts and Nike missile facilities that date from the Cold War.

The Ely Shoshone, Duckwater Shoshone, and the Confederated Tribes of the Goshute Reservation — a coalition representing about 1,500 enrolled tribal members — are lobbying the federal government to designate nearly 40 square miles (100 square kilometers) as Bahsahwahbee National Monument. He testified in a multi-decade legal battle alongside ranchers, local officials and environmental groups who all opposed the project by the Southern Nevada Water Authority. Protecting water for sacred trees is not something the agency had previously done, Sullivan said. Even if the land becomes a national monument, the water beneath Bahsahwahbee would remain under the state’s jurisdiction. The Southern Nevada Water Authority supports a monument designation that allows for the continuation of existing ranching and agricultural activities, said Bronson Mack, water authority spokesman.

Thus, a ring within the Roche limit would tend to remain a ring, while a ring of debris outside the Roche limit would usually coalesce into a moon. For Quaoar, the Roche limit is calculated to be 1,100 miles. The second ring, at a distance of 1,500 miles from the center of Quaoar, is closer than the ring announced in February, which has a radius of about 2,500 miles. The observations also revealed the second ring.

Biden directed Commerce Secretary Gina Raimondo to consider initiating a new marine sanctuary designation for all U.S. waters around the Pacific Remote Islands. The designation would expand on the existing Pacific Remote Islands Marine National Monument established by President George W. Bush in 2009 and expanded by President Barack Obama in 2014.
