Mr. Biden has so far created five national monuments and expanded two others, part of his pledge to conserve 30 percent of the nation’s lands and waters by 2030. Last year, Mr. Biden gave a national monument designation to half a million acres of the Spirit Mountain area in southern Nevada. To date, Mr. Biden has preserved more than 41 million acres of land and waters. The San Gabriel monument encompasses 342,177 acres of the Angeles National Forest and 4,002 acres of neighboring San Bernardino National Forest. The expanded national monument includes a unique scenic railroad, grand recreation resorts and Nike missile facilities that date from the Cold War.

At New York's Dragon Festival, authentic Chinese brands and restaurants excite locals' taste buds. Its founder shared some of her favorite vendors of soup dumplings and candies at the opening event. "This doesn't taste like home," said Xu, a 31-year-old entrepreneur and the creator of New York City's Dragon Festival, the biggest Chinese-food festival in the metropolitan area. Jessie YuChen for BIChen said that confectioners in her home province of Fujian, China, caught her attention when she was younger. The Ely Shoshone, Duckwater Shoshone, and the Confederated Tribes of the Goshute Reservation — a coalition representing about 1,500 enrolled tribal members — are lobbying the federal government to designate nearly 40 square miles (100 square kilometers) as Bahsahwahbee National Monument. He testified in a multi-decade legal battle alongside ranchers, local officials and environmental groups who all opposed the project by the Southern Nevada Water Authority. Protecting water for sacred trees is not something the agency had previously done, Sullivan said. Even if the land becomes a national monument, the water beneath Bahsahwahbee would remain under the state’s jurisdiction. The Southern Nevada Water Authority supports a monument designation that allows for the continuation of existing ranching and agricultural activities, said Bronson Mack, water authority spokesman.

In journeying to Russia, Tarimo was following the route of many young Africans, including future heads of state, since the 1960s. Tarimo also ended up treading the path of a handful of other Africans who took up arms for Wagner in Ukraine. The presidents of South Africa and Zambia are now among a group of African leaders seeking to mediate between Russia and Ukraine. In November last year, his family learned he too had died in Ukraine fighting for Wagner. He said that, like Tarimo, Nyirenda cast his desire to join Wagner as repayment for Soviet and Russian support of African anti-colonial movements.

One by one the tour buses descended on the blue collar neighborhood in Hong Kong known as To Kwa Wan — literally translated as Potato Bay — unloading throngs of travelers from mainland China outside large restaurants where a quick lunch awaited them inside. Outfitted in white, red and orange ball caps to denote which tour they belonged to, the visitors crowded the sidewalks, smoked cigarettes under a “No Smoking” sign and bumped into the glass storefront of a real estate office where Nicky Lam, a property agent, was rolling her eyes. “They’re very loud,” Ms. Lam said, complaining that some of the tourists used her office bathroom and water cooler without asking. “One tourist came in and asked for restaurant recommendations,” she added. “I stared at him and said, ‘This is a real estate office.’”
Like the first ring around Quaoar, announced by a team of astronomers in February, the second ring lies beyond what is known as the Roche limit. Thus, a ring within the Roche limit would tend to remain a ring, while a ring of debris outside the Roche limit would usually coalesce into a moon. For Quaoar, the Roche limit is calculated to be 1,100 miles. The second ring, at a distance of 1,500 miles from the center of Quaoar, is closer than the ring announced in February, which has a radius of about 2,500 miles. The observations also revealed the second ring.
WASHINGTON—President Biden established two new national monuments in Nevada and Texas as part of a Tuesday summit focused on White House efforts to conserve and protect federal land and water. A wind and snow storm builds along the mountains of the Spirit Mountain Wilderness as viewed from Highway 163 on March 10, 2021 in Laughlin, Nevada. The Biden administration on Tuesday will establish two new national monuments in the Southwest, a decision that will protect the Spirit Mountain area in Nevada and Castner Range in Texas from development. The proclamations are part of the administration's commitment to protect one-third of the country's lands and waters by 2030. The Spirit Mountain area, also known as Avi Kwa Ame, would be the largest protected area under the administration so far and only the second monument designated to honor Indigenous tribes while conserving public land. Avi Kwa Ame is considered sacred by tribes including Mojave, Chemehuevi and Paiute.

REUTERS/Leah MillisWASHINGTON, March 21 (Reuters) - U.S. President Joe Biden created two new national monuments, in Nevada and Texas, on Tuesday and launched an effort to consider expanding protections for all waters around remote Pacific islands southwest of Hawaii. The other new national monument is Castner Range in El Paso, Texas. Biden directed Commerce Secretary Gina Raimondo to consider initiating a new marine sanctuary designation for all U.S. waters around the Pacific Remote Islands. The designation would expand on the existing Pacific Remote Islands Marine National Monument established by President George W. Bush in 2009 and expanded by President Barack Obama in 2014.
